Playing for a CCAS or mission locale: the circuit nobody approaches

CCAS, missions locales and France Services centres programme activities all year on public budgets voted in advance. Almost no artist contacts them. Who decides, when to write, and why a touring press kit is the worst thing to send them.

A circuit almost nobody approaches

French CCAS — municipal social action centres — along with missions locales and France Services centres run activities all year round: senior citizens' weeks, end-of-year gatherings, intergenerational workshops, neighbourhood theme days. They hire musicians, storytellers, choirs and cultural practitioners.

Almost no artist contacts them. The circuit lacks the visibility of concert halls or festivals, it is not glamorous, and it appears in no consumer directory. That is exactly what makes it worth your time: your email does not land in a pile of three hundred others.

For a non-French artist looking to work in France, it is also a less guarded door than most: there are no agencies competing for these slots, and language matters less than you would think for instrumental or musical formats.

Modest but real budgets

Fees for this kind of booking usually sit between €200 and €500 per performance. You will not build a career on that. But these are public budgets, voted in advance, that do not collapse at the last minute — and above all, these organisations rebook.

Who decides, and when

In a CCAS, programming usually rests with an activities manager or a social action coordinator, not the director. In a mission locale it is a project officer; in a France Services centre, the on-site coordinator. These are reachable people who answer their own email and have no gatekeeper — a considerable difference from theatres or large festivals.

The budget calendar

This is where artists get it wrong. Budgets are set at the end of the calendar year for the following one, and some schemes are tied to fixed periods: October for older people, school holidays for younger audiences, December for the festive season. Writing in September for an October date is too late; writing in June for the autumn lands at the right moment.

What these organisations are actually looking for

A venue programmer wants to know how many seats you fill. A CCAS wants to know whether you can hold a room where the audience did not come for you. People at a community centre event did not buy a ticket: they are passing through. It is a different exercise, and saying so in your message sets you apart immediately.

Three things they check: your technical self-sufficiency, your ability to adapt length and volume, and your administrative status. A public body pays against an invoice or a contract: be clear about that from the start.

The mistakes that sink an approach here

  • Sending a touring press kit. Stage shots and reviews mean nothing to a social coordinator.
  • Not quoting a price. A public body has a budget line. A message without a fee forces them to write and ask, which nobody does.
  • Pitching too big. A light, portable format for one or two performers is far easier to programme.

And name a date. "We are available in November and December" is worth far more than "do get in touch": it turns your message into something that can be dropped into a schedule.

Why this circuit rebooks

This is its most underrated feature. A venue books you because you fill seats; a CCAS calls you back because it worked and because making the same choice again saves them time. The people running these activities are not looking for novelty: they want someone reliable who turns up on time, adapts to whatever room they find, and creates no technical problems.

In practice: the first date is the hardest to land and the least profitable. It is the third that matters, along with the network of neighbouring towns that follows from it.

A method that beats a mass send

Filter by county, take thirty organisations, write a short personalised message, and follow up by phone two weeks later with those who did not reply. Thirty worked contacts beat eight thousand ignored ones.
