It depends on the town's size: a cultural or communications department in medium and large towns, the general secretariat or the mayor directly in small towns. The address provided is the one officially published by the town hall; it's up to you to identify the right person once contact is made.
Budgets and line-ups are usually decided several months ahead. For a summer event (Fête de la Musique, national holiday, village festivals), start reaching out as early as January-February. For a Christmas market, start by September-October.
Each address is collected from an official source (the town's own website or a public directory of local authorities), then technically checked (syntax, active mail server on the domain). No address is guessed from the town's name.
